General FAQ of CCC system

Following are general Frequent Asked Questions (FAQ) about the China Compulsory Certification (CCC) system:

1. Q: How to clarify whether a certain kind of product is subjected to CCCcertification?

A: Please check with the First Catalogue of Products Subject to China Compulsory Product Certification (CCC) first. If the product name used is different from that listed in the Catalogue, please refer to Collection of tandards for Products Subject to CCC Certification to determine whether that product is subjected to CCC certification according to relevant applicable standards.

2. Q: What are the standards applied for CCC certification?

A: Please refer to the Collection of Standards for Products Subject to CCC Certification.

3. Q: Which kind of product is subjected to additional EMC testing requirements?

A: Please refer to the Products Subject to Additional EMC Testing Requirements and Relevant Standards.

4. Q: How to apply for CCC certification for new product category?

A: Certification body designated for electrical and similar equipment includes: China Quality Certification enter (CQC) and China Certification Center for Electromagnetic Compatibility (CEMC). Firstly, please check the signated product scope of the above two certification bodies, CQC and CEMC, to see which certification body your product is covered by. If the product is covered by both of the certification bodies, it is free to choose any of the two certification bodies for application.

5. Q: How to contact with CNCA

A: Please refer to the website: www.cnca.gov.cn or through our agency service.

6. Q: How to apply for CCC certification to CQC?

A: Please refer to the Guide on CCC Application on the Website of CQC and go to

the internet website www.cqc.com.cn or through our agency service.

7 Q: How to apply for CCC certification to CEMC?

A: Please download and fill the Application Form for CCC Certification, making reference to the Procedures to Apply for CCC Certification. And submit the application form to CEMC after completing it

8. Q: Can I pick the designated certification bodies?

A: Generally, each certification body is responsible for different product categories. When there is overlap, applicants can make their own choice.

9. Q: Will my CB report be recognized by China Quality Certification Center (CQC)?

A: Only if it is issued by an IECEE CB member that falls under CQC's recognition scope, then the CB report will be recognized. CQC does not participate in IECEE’s CB scheme for batteries, measuring instruments & electrical equipment for medical use.

10. Q: Can other Certification Body such as UL, CSA or VDE perform CCC tests?

A: No. Only the 76 accredited Chinese labs can conduct CCC testing at present.

11. Q: Is it true that the Chinese certification body won't provide a confirmed quotation for the testing fee up front?

A: Yes. Since the testing requirement is different for each submitted product, the certification body can provide the confirmed cost only after the testing is completed.

12. Q: Is Certification required from the State Drug Administration(SDA) for medical equipment?

A: CNCA is responsible for safety & EMC testing of medical equipment; SDA is responsible for medical equipment production registration & performance evaluation. However, no tests need to be repeated.

13. Q: Is a Network Access license in addition to CCC certification required for telecommunication and terminal equipment?

A: Yes. CNCA is responsible for safety & EMC testing of telecom & terminal equipment; the Ministry of Information Industry (MII) is responsible for performance evaluation. But no repeat tests are required.

14. Q: When should I apply for a CCC Exemption Certificate?

A: The exemption certificate should be obtained before your product leaves the factory or arrives at the port.

15. Q: Must the CCC Exemption Certificate application be made in person?

A: Yes. An agent can present the application on your behalf.

16. Q: Where should the CCC mark be applied?

A: It should be applied on the body of the product, and/or on the package.

17. Q: When should the CCC mark be applied?

A: Before importing or before products leave the factory.

18. Q: Who conducts "Initial Factory Inspection"?

A: Generally, inspectors from the Chinese certification body conduct the inspection.

19. Q: How many days will "Initial Factory Inspection" take?

A: Typically 4 man-days.

20. Q: Who conducts factory inspections?
A: Typically, the Chinese certification bodies’ subcontractor responsible for the county/region where the customer is located will conduct factory inspections.

21. Q: Will a Chinese certification body waive factory inspection if the applicant has a quality registration certificate?

A: Certain inspection of quality management system elements can be waived if the registration certificate is issued by a certification organization accredited by CNCA. However, the product compliance inspection, including production control, inspection & key components, etc., cannot be waived.
