AQSIQ News Update

2005-8-8: One big change in the AQSIQ registration application procedures.

Last year, the applicant could get the application number after submitted the application. However, this year, the applicant must go through the pre-evaluation step at first. If the applicant fails the pre-evaluation, the applicant must either change or supplement the required documents and then resubmit. Only after the applicant passes the pre-evaluation step, the application number will be issued for the applicant to check the status.

2005-7-31: AQSIQ has released an announcement to start the application process of Registration for Oversea Suppliers of Waste Materials Imports.

If you want to apply through us, please contact us. If you want to apply on your own, you may visit the www.aqsiq.gov.cn to submit your application online. To friendly remind you, AQSIQ NEVER authorized any “registered” waste supplier to use the logos of AQSIQ and CCIC or to be AQSIQ’s agent. Those “registered” waste suppliers are not allowed to represent AQSIQ under any circumstances. It’s illegal to transfer their registration numbers to other companies for use. Their success in last year does not mean they can guarantee you will get approval. There were many companies having been cancelled the registration numbers due to their applications inconsistent with their practices. AQSIQ has decided to evaluate the applications with more rigid and higher standards. If you still follow the "succeeded" application of last year, you must be very CAREFUL! All application documents you are going to submit must be in Chinese or Chinese and Foreign Language Bilingual version. The official seal and legal owner's signature of the applicant company must be born on every document. Photocoies are invalid.

Law governing telecom industry in the making

The Ministry of Information Technology Industry is helping to draft the country's first telecommunications industry law in response to public demand, said Minister Wang Xudong Thursday.

The ministry will try its best to assist lawmakers in drafting the law, while keeping an eye on the development of foreign laws in the industry, the official said.

The making of such a law is aimed at safeguarding market order and protecting the rights of both users and operators, Wang said.

In 2000, China issued the Regulations on the Operation of Telecommunications Business. In 2002, two major operators, China Telecom and China Netcom, were set up and, since then, market law has been introduced into the business which has long been a government monopoly.

CCC announcement updated 2005.1

Version Change Notice of the Automobile Seat Belt Compulsory Certification Implementation Rule

The revision of "Vehicle Compulsory Certification Implementation Rule: Automobile Seat Belt Product" (short as "the Rule") in version 2004 had been finished recently. According to the 9th Announcement from CNCA in 2004, the Rule in new version has been effective since May 1, 2004. All automobile seat belt products having CCC certificates should finish the CCC certificate alteration before December 31, 2004.

According to the authorization in the 11th Announcement from CNCA in 2003, the China Quality Certification Center (CQC) is authorized the compulsory certification for the products of automobile, motorcycle and motorcycle engine, automobile seat belt, tire and safety glass. In order to help enterprises to finish their CCC certificates alteration of the seat belt products as early as possible, from now on, CQC started to accept the application for seat belt product certificate alteration and application for new certificate on the Rule in new version .

The 26th Announcement from CNCA (Certification Accreditation Administration of the People's Republic of China) in 2004

CNCA had released the "Vehicle (Motorcycle Product) Compulsory Certification Implementation Rules (CNCA-02C-024: 2001)" and the "Vehicle (Motorcycle Engine Product) Compulsory Certification Implementation Rules (CNCA-02C-025: 2001)" in the 3rd Announcement of 2001. CNCA also released the "Vehicle (Automobile Product) Compulsory Certification Implementation Rules (CNCA-02C-023: 2002)" in the 12th Announcement of 2002. Because there are some big revisions in the vehicle compulsory national standards, CNCA had to correspondingly revise and consummate the testing contents and standards referred by the appendix of the vehicle product compulsory certification implementation rules. The other contents of the original rules will not be changed. The revised rules are called "Vehicle (Motorcycle Product) Compulsory Certification Implementation Rules (CNCA-02C-024: 2001/A1)", "Vehicle (Motorcycle Engine Product) Compulsory Certification Implementation Rules (CNCA-02C-025: 2001/A1)" and "Vehicle (Automobile Product) Compulsory Certification Implementation Rules (CNCA-02C-023: 2002/A2)" respectively. Now these amendments are released.

The above amendments will be effective since October 1, 2004. From March 1, 2005, all vehicle products must not leave factory, be imported, sold and used in business activities until receive the compulsory certificates and bear the compulsory certificate marks by satisfying the requirements of the original rules and these amendments

From August 1, 2005, some products for home decor and remodeling purposes will be required to go through the CCC certification.

The listed products include solvent paints for woodenware, porcelain bricks, concrete antifreezes, etc. Beginning from Aug. 1, 2005, the listed products for home decor and remodeling purposes must not be sold, imported and used in sales activities until achieving related certificates with certificate marks. From May 1, 2004, clients could apply for CCC certification to certification organizations for above products.

The decision to apply compulsory product certification to the products above is made by the Certification Accreditation Administration of the People's Republic of China, on the basis of the situations that there are still good and bad intermingled in the products' quality, safety and health performance though the home decor and remodeling industry which is booming recent years, and also referred to the international practices and based on the request of the related departments and mass people. The essential purpose is to enhance the superintendence on the important products relevant to health, safety, sanitation, environmental protection and anti-fraud, to better protect the public interest, health and safety.

RRC Implement a new Application form and Trust Deed form.

On May 1, 2005, The SRRC will only accept the new version of “Application Form for Radio Transmission Equipment Type Approval” and “Trust Deed of Type-approval for Radio Transmission Equipment”. The form is available in Word or PDF format.

Radio Frequency Identification (RFID) summit

MII Network Access License (NAL) System

The Ministry of Information Industry (MII) of PR China has formally issued a government document on December 31, 1998, to announce the promulgation of the "Arrangements for the Approval of Network Access of Telecommunications Equipment". Based on this document all products subject the MII regulations must obtain a NAL (Network Access License) and the NAI (Network Access Identifier).



On June 25, 2001, MII announced the first three categories of telecom equipment, which cover a total of 28 types of products. All regulated products must be MII approved before entering the Chinese market. It is important to note that these labs may not be CNCA accredited, and currently MII and CNCA still operate under different certification systems. The purpose of the Licensing System of Telecommunication Equipment in PR China is to:


· Strengthen the control of network access of telecom equipment
· Ensure a smooth operation of telecom networks
· Implement the government related policies
· Safeguard the interests of both the government and the customer
HTC has formed an exclusive partnership with the Ministry of Information's Research Institute of Industrial Standardization to provide high-level access services for any telecommunications hardware company that wishes to access the PRC and the Country's mandatory telephony applications. The detailed NAL application process is shown in the flow chart in Figure 1.

Although Figure 1 shows the whole process and covers all types of applications, for certain types of applications, such as high-end equipment (e.g., core routers, data switching, ATM, etc.), the process can be extremely complicated. SRRC Type Approval System

Radio and non-radio telecommunications equipment are covered by the type approval scheme of the Ministry of Information Industry (MII). Bureau of Telecommunications Administration (BTA) and State Radio Regulatory Commission (SRRC) are two departments of MII and are responsible for Network Access Licensing and Frequency allocation, respectively. As the result of the overlapping responsibilities, telecommunications equipment needs a CCC mark, in addition to the Network access license from the BTA and radio type approval from the SRRC.

Testing of radio communications equipment is conducted primarily in the SRRC test facility, although in some special case external data may be accepted at the SRRC’s discretion. Typical Answer to the Questions Related to Compulsory Product Certification (CCC) System

Following are some typical Asked Questions about the China Compulsory Certification (CCC) system:



1. Q: Is it necessary for export product to obtain CCC approval?
A: For those products specially produced according to foreign trade contract, there is no need to apply for CCC certification. But the remained products for certain reason will be forbidden to sell in the market unless they obtain CCC approval.

2. Q: For those components used in the appliance and listed separately in the First Catalogue of Product Subject to Compulsory Product Certification (hereafter Catalogue), is it necessary to obtain CCC approval?

A: If the whole appliance is listed in the Catalogue, it is welcome for the components used in it and listed in the Catalogue as well to apply for CCC certification separately; but it is acceptable for them to only test with the appliance; If the whole appliance is not listed in the Catalogue, there is no need to apply for CCC certification if the components used in the appliance are not exported and sold separately, and it necessary to obtain CCC approval if the components are exported or sold separately and they are listed in the Catalogue at the same time.

3. Q: What are the conditions to recognize the CB Test Certificate? If the appliance has got CB Test Certificate, will the components used in it be subject to test or any other requirement?
A: The conditions to recognize the CB Test Certificate includes:

(a). The standards used in the CB Test Certificate should be within the scope that China has promised to recognize

(b). Valid CB Test Report (within three years, CB Test Certificate + CB Test Report)

(c). The product name, model and specifications, manufacturer and factory listed in the CB Test Certificate must be the same with or cover those given in the application for CCC certification

(d) CNCA or Certification Body reserve the right to check and test according to the national difference. The components used in the appliance shall be recognized, but the right to check is reserved as well.

4. Q: Can the manufacturer with ISO9001 certification be avoiding of factory inspection for Compulsory Product Certification?

A: No. Factory inspection for Compulsory Product Certification has some quality system requirements as a part, but the more important part is the specific requirements for production process control, inspection and check of consistency of the product. For those manufacturers have got ISO9001 certification issued by the certification body authorized by CNCA, it is acceptable to simplify the inspection for quality system.

5. Q: Is it possible for foreign organizations to be designated as certification body, testing body or inspection body for China Compulsory Product Certification?
A: CNCA will not designate the foreign organization directly. But the foreign certification or testing bodies may carry out relevant business through mutual or multilateral agreement.

6. Will the voluntary certification results of a component be recognized if the component is subject to test with the appliance according to the Implementation Rules of Compulsory Product Certification?

A: If the component has been certified by the certification body approved or by CNCA, the designated certification body shall recognize the certification result. There should be no repeat of testing.

7. Q: How to get the catalogue of product subject to certification relevant to HS code and how to find the answer to questions about the scope of the product subject to CCC certification?
A: CNCA and AQSIQ issued jointly detailed catalogue of product subject to certification relevant to HS code (Announcement No. 60 by AQSIQ and CNCA). Those who have questions about the scope of the products subject to CCC certification shall enquiry to CNCA in writing form and CNCA will reply accordingly.

8. Q: What is general requirements or procedure for certification

A: (1) Prepare application documents and submit application for certification
(2) Conduct type testing
(3) Prepare Initial inspection of the factory
(4) Evaluation of certification results and approval of certification

1. Q: How to clarify whether a certain kind of product is subjected to CCCcertification?

A: Please check with the First Catalogue of Products Subject to China Compulsory Product Certification (CCC) first. If the product name used is different from that listed in the Catalogue, please refer to Collection of tandards for Products Subject to CCC Certification to determine whether that product is subjected to CCC certification according to relevant applicable standards.

2. Q: What are the standards applied for CCC certification?

3. Q: Which kind of product is subjected to additional EMC testing requirements?

4. Q: How to apply for CCC certification for new product category?

8. Q: Can I pick the designated certification bodies?

A: Generally, each certification body is responsible for different product categories. When there is overlap, applicants can make their own choice.

9. Q: Will my CB report be recognized by China Quality Certification Center (CQC)?

A: Only if it is issued by an IECEE CB member that falls under CQC's recognition scope, then the CB report will be recognized. CQC does not participate in IECEE’s CB scheme for batteries, measuring instruments & electrical equipment for medical use.

10. Q: Can other Certification Body such as UL, CSA or VDE perform CCC tests?

A: No. Only the 76 accredited Chinese labs can conduct CCC testing at present.

11. Q: Is it true that the Chinese certification body won't provide a confirmed quotation for the testing fee up front?

A: Yes. Since the testing requirement is different for each submitted product, the certification body can provide the confirmed cost only after the testing is completed.

12. Q: Is Certification required from the State Drug Administration(SDA) for medical equipment?

A: CNCA is responsible for safety & EMC testing of medical equipment; SDA is responsible for medical equipment production registration & performance evaluation. However, no tests need to be repeated.

13. Q: Is a Network Access license in addition to CCC certification required for telecommunication and terminal equipment?

A: Yes. CNCA is responsible for safety & EMC testing of telecom & terminal equipment; the Ministry of Information Industry (MII) is responsible for performance evaluation. But no repeat tests are required.

14. Q: When should I apply for a CCC Exemption Certificate?

A: The exemption certificate should be obtained before your product leaves the factory or arrives at the port.

15. Q: Must the CCC Exemption Certificate application be made in person?

A: Yes. An agent can present the application on your behalf.

16. Q: Where should the CCC mark be applied?

A: It should be applied on the body of the product, and/or on the package.

17. Q: When should the CCC mark be applied?

A: Before importing or before products leave the factory.

18. Q: Who conducts "Initial Factory Inspection"?

A: Generally, inspectors from the Chinese certification body conduct the inspection.

19. Q: How many days will "Initial Factory Inspection" take?

A: Typically 4 man-days.

20. Q: Who conducts factory inspections?
A: Typically, the Chinese certification bodies’ subcontractor responsible for the county/region where the customer is located will conduct factory inspections.

21. Q: Will a Chinese certification body waive factory inspection if the applicant has a quality registration certificate?

A: Certain inspection of quality management system elements can be waived if the registration certificate is issued by a certification organization accredited by CNCA. However, the product compliance inspection, including production control, inspection & key components, etc., cannot be waived.

China Compulsory Certification(CCC) System

In December 2001, the State General Administration of Quality Supervision, Inspection and Quarantine of the People ' s Republic of China issued the Regulations for Compulsory Product Certification. The Compulsory Product Certification System began to replace the original Quality License System for Commodity Inspection and Safety Certification System for Electrical Equipment.

The abbreviation of China Compulsory Product Certification is CCC. It is the statutory compulsory safety certification system and the basic approach to safeguard the consumers' rights and interests and protect the personal and property safety, which is adopted widely by international organizations.

China Compulsory Certification System came into force since May 1, 2002. In accordance with the joint announcement No.38 [2003] by the State General Administration for Quality Supervision and Inspection and Quarantine of the People ' s Republic of China and the Certification and Accreditation Administration of the People ' s Republic of China, the time for implementing the supervision and management of the market for compulsory product certification was decided on August 1, 2003.
