MII Network Access License (NAL) System

The Ministry of Information Industry (MII) of PR China has formally issued a government document on December 31, 1998, to announce the promulgation of the "Arrangements for the Approval of Network Access of Telecommunications Equipment". Based on this document all products subject the MII regulations must obtain a NAL (Network Access License) and the NAI (Network Access Identifier).



On June 25, 2001, MII announced the first three categories of telecom equipment, which cover a total of 28 types of products. All regulated products must be MII approved before entering the Chinese market. It is important to note that these labs may not be CNCA accredited, and currently MII and CNCA still operate under different certification systems. The purpose of the Licensing System of Telecommunication Equipment in PR China is to:


· Strengthen the control of network access of telecom equipment
· Ensure a smooth operation of telecom networks
· Implement the government related policies
· Safeguard the interests of both the government and the customer
HTC has formed an exclusive partnership with the Ministry of Information's Research Institute of Industrial Standardization to provide high-level access services for any telecommunications hardware company that wishes to access the PRC and the Country's mandatory telephony applications. The detailed NAL application process is shown in the flow chart in Figure 1.

Although Figure 1 shows the whole process and covers all types of applications, for certain types of applications, such as high-end equipment (e.g., core routers, data switching, ATM, etc.), the process can be extremely complicated. SRRC Type Approval System

Radio and non-radio telecommunications equipment are covered by the type approval scheme of the Ministry of Information Industry (MII). Bureau of Telecommunications Administration (BTA) and State Radio Regulatory Commission (SRRC) are two departments of MII and are responsible for Network Access Licensing and Frequency allocation, respectively. As the result of the overlapping responsibilities, telecommunications equipment needs a CCC mark, in addition to the Network access license from the BTA and radio type approval from the SRRC.

There are currently 27 types of radio equipment under SRRC regulation as listed below.

Testing of radio communications equipment is conducted primarily in the SRRC test facility, although in some special case external data may be accepted at the SRRC’s discretion. The MII & SRRC has just published a new book " PEOPLE'S REPUBLIC OF CHINA Regulations on the Radio Frequency Allocation"(Figure 1).
